In a speech, he told a story about a Nigerian minister who went on a visit to Malaysia, hosted by the Malaysian minister responsible for infrastructure. During dinner, the Nigerian minister was impressed by his host’s house and asked how he had become so wealthy. The Malaysian minister took him to the balcony, pointed to a highway in the distance, and said: > “Do you see that highway over there? 10% is here.” The implication was that the Malaysian minister was using (or pocketing) 10% of the funds allocated for infrastructure. Some years later, when it was the Nigerian minister’s turn to host the Malaysian, Raila said the story flipped: the Malaysian saw no highway when they looked out to the horizon. When they went up to dinner at the Nigerian minister’s mansion, the Malaysian was stunned: there was a huge, luxurious house, imported furnishings, even an Olympic-sized swimming pool. From his balcony, the Nigerian minister told him: > “Do you see that highway there?” And when the Malaysian said he could see nothing, the Nigerian responded: “100% is here.” The meaning: according to Raila’s story, the Nigerian minister had misused all the money meant for building the highway, diverting it into his personal wealth.
